NIGERIA - ONDO STATE WATER CORPORATION
   The Ondo State Government has received funds from Agence Française de Développement ("AFD") towards the cost of the 3rd National Urban Water Sector Reform Project in Ondo State and intends to apply part of the funds to payments under the contract for Recommissioning of Owena Water Treatment Plant and Construction of Water Supply Infrastructure to and within Akure City.The Employer (Ondo State Water Corporation) intends to prequalify firms for construction of the works contracts below described. The project is located in Akure, the capital of Ondo State, Nigeria.

The Ondo State Water Corporation hereby invites interested and reputable Contractors to pre-qualify for the following sections of the works:

Lot 1: Works on the Water Treatment Plant comprising the rehabilitation and recomissioning of the production facilities at Owena Dam Water Treatment Plant (WTP), the restoration of its design capacity of 60 000m3/day, and the construction of staff accommodation.The works also comprise the upgrading of the high-lift pumping station to produce 2 730m3/h flow at 210m head, and the construction of a 36km power supply line from the power source in Akure city to the Water Treatment Plant.

Lot 2: Construction of the upstream transmission mains and reservoirs comprising supply and laying of 3.2km of DN900 Ductile Iron pipe connecting the WTP to WTP Reservoir,construction of a 7000m3 concrete reservoir and access road,supply and laying of 21.1km of DN1000 ductile iron pipe connecting WTP Reservoir to Ijare Junction.

Lot 3: Construction of the downstream transmission mains comprising supply and laying of 11.5km of DN700 Ductile Iron pipe connecting Ijare Junction to the South Reservoir, construction of a 7 500m3 concrete reservoir (South Reservoir) and access road; construction of 0.57km of DN300 Ductile Iron pipe connecting South Reservoir and Reservoir 2; construction of a 7 000m3reinforced concrete reservoir (Reservoir 2), and 68.3km of the distribution network in Sector 8 ranging from DN350 to DN300 (Ductile Iron) and DN250 to DN63 (HDPE).

The details and scope of works would be provided in the Form of Specifications, Drawings and Un-priced Bill of Quantities to be received by prequalified bidders.

Pre-Qualification Criteria:

Interested Contractors are invited to submit the following documents; viz
i. Evidence of incorporation of a company with the Corporate Affairs Commission.
ii. Company Audited Account for the last three (3) years.
iii. Evidence of Current Tax Clearance Certificate.
iv. Provision of Tax Identification Number (TIN)
v. Evidence of compliance with Pension Reform Act.
vi. Evidence of compliance with ITF Amendment Act 2011
vii. Evidence of Financial capability and banking support.
viii. Evidence of similar and verifiable projects executed not just awarded within the last three (3) years and knowledge of the Industry.
ix. Company’s Annual turnover.
x. Evidence of VAT registration.
xi. Comprehensive Company profile and organizational structure.
xii. Evidence of availability of necessary equipment.
xiii. Evidence of technical capacity.
xiv. Evidence of Technical qualification and experience of key personnel to be deployed on the project.
xv. Sworn Affidavit attesting to the authenticity of information provided and that such information is true in every respect and that the company is not in receivership and none of its Directors has ever been convicted of fraudulent activity.
xvi. Tax clearance with profile of two (2) company’s Directors.
xvii. Evidence of payment of Prequalification fee.

A complete set of the prequalification documents in English may be purchased by interested Applicants on the submission of a written application to the address below and upon payment of a non-refundable fee of €50 or ₦31,200 in bank draft in favour of “Ondo State Water Corporation”, Account Name: Ondo State French Development Water Project; Account No 0769504975, Access Bank. The documents will be made available upon purchase or sent by post upon payment.

Verification of Claims
Please note that Ondo State Water Corporation reserves the right to verify claims made in the prequalification documents submitted by bidders.

Submission of Prequalification

One original and two hard copies and 1 soft copy (on flash disk / USB Key) of all Prequalification Documents to be submitted must be in a sealed envelope and marked at the top-right hand corner of the envelope “PRE-QUALIFICATION FOR (Project Name, contract name and number)”.

All envelopes should be addressed to:

Prequalification are to be dropped in the Tender’s Box at the Office of the Permanent Secretary, Cabinet and Special Services Department, Governor’s Office, Ondo State Secretariat, Alagbaka G.R.A, Akure.

Submission of the prequalification will close by 12.00noon on 17th August, 2022 and will be opened publicly on same date 17th August, 2022 by 12.00noon at the Office of the Permanent Secretary, Cabinet and Special Services Department, Governor’s Office, Ondo State Secretariat, Alagbaka G.R.A, Akure, Ondo State.

Only bidders that are prequalified will be issued Bid Documents.
