2.3.3 Financial Resources


If the bid evaluation process and the decision for the award of the Contract takes more than one (1) year from the date of bid submission, Bidders shall be asked to resubmit their current contract commitments and latest information on financial resources supported by latest audited accounts / audited financial statements, or if not required by the law of the Bidder’s country, other financial statements acceptable to the Employer, and the Bidders’ financial capacity shall be reassessed on this basis.

Participation as contractor, management contractor, in at least 2 turnkey contracts for the design, supply, installation and commissioning of transmission lines with 220 kV or above voltage levels within the last eight (8) years, each with a prime contract value of at least US$ 24,000,000 that have been successfully completed and that are similar to the proposed plant and services. All of the above experiences shall be supported by Client’s certificates on their letterhead indicating address, telephone, fax numbers, email & website address and the name of representative of the end user to whom the Employer will inquire for confirmation, and also must include Name of the project, Name of the Employer, Description of the work with voltage level, Commissioning date and Contract amount. 2.4.2 Experience in Key Activities
(Must be complied with by the Bidder. In case of a Joint Venture Bidder, at least one of the partners must have experience in the key activity. If the activity can be subcontracted, the requirement must be specified in criterion 2.5 of Section 3). These activities cannot be sub-contracted

For the above or other contracts executed during the period stipulated in 2.4.1 above, a minimum experience in the following key activities: must meet requirements not

1. Participation as single entity or as joint venture partner in at least one (1) turnkey contract being in mountainous areas.
2. Confirmation of at least one (1) contract for design of 220-kV Transmission Line of minimum of one hundred kilometers (100 kms) including tower spotting, tower and foundation design, etc, among others.

Note: The Bidder must fill in the Forms, provide end user certificates (as per above described format) with the concerned information (key data) and provide company organization charts or give written statements. Meeting the above qualification criteria is required for the contract award. Failing to provide any one of the required documents/ evidence will result in disqualification and rejection of the bid.

2.5 Subcontractors
These activities can be fully subcontracted. Subcontractors or Manufacturers for the following major items of plant and services must meet the following minimum criteria, herein listed for that item. Failure to comply with this requirement will result in rejection of the subcontractor but not the Bidder.

1 Steel Towers The tower manufacturer shall have designed, manufactured and supplied towers for at least five (5) projects of 220kV voltage level or above within the last ten (10) years.
Evidence is to be given by reference lists for the required period of time (showing supplied tower quantities or tons, project designation, voltage level, year of supply) and end user (Client’s) certificates for the required projects. Form EXP-3
2 Conductors (including earthwares) The conductor manufacturer shall have been in its business for the last ten (10) years. It shall have manufactured and supplied minimum 3,000km of conductors of similar type within the last five (5) years. Evidence is to be given by reference lists for the required period of time (showing supplied conductor quantities in km, type of conductor, project designation, year of supply).
3 OPGW The OPGW manufacturer shall have been in its business for the last ten (10) years. It shall have manufactured and supplied minimum 1,000km of OPGW within the last five (5) years. Evidence is to be given by reference lists for the required period of time (showing supplied OPGW quantities in km, type of OPGW, project designation, year of supply). Additionally, a type test report for a similar OPGW type shall be submitted.
4 Fittings (for
conductors and
insulator strings) The fitting manufacturer shall have been in its business for the last ten (10) years. It shall have manufactured and supplied fittings for at least ten (10) projects of 220kV voltage level or above within the last five (5) years. Evidence is to be given by reference lists for the required period of time (showing supplied fitting quantities in sets, project designation, voltage level, year of supply).
5 Fittings for OPGW including joint boxes The OPGW fitting manufacturer shall have been in its business for the last ten (10) years. It shall have manufactured and supplied fittings for at least ten (10) projects within the last five (5) years. Evidence is to be given by reference lists for the required period of time (showing supplied fitting quantities in sets, project designation, year of supply)
6 Insulators The insulator manufacturer shall have been in its business for the last ten (10) years. It shall have manufactured and supplied minimum 30,000 composite insulators or 400,000 cap and pin insulators within the last five (5) years at 220kV voltage level or above. Evidence is to be given by reference lists for the required period of time (showing supplied insulator quantities in pieces, voltage level, project designation, year of supply). Additionally, a type test report or insulator unit(s) shall be submitted.


These activities can be fully subcontracted. In the case of a Bidder who offers to supply and install major items of plant under the contract, which the Bidder did not manufacture or otherwise produce, the Bidder shall provide the Manufacturers authorization, using the form provided in Section 4 (Bidding Forms), showing that the Bidder has been duly authorized by the Manufacturer or producer of the related plant and equipment or component to supply and install that item in the Employers country. Failure to submit the Manufacturer’s authorization at the first instance is considered a minor, nonmaterial omission and shall be subject to clarification. However, failure of the Bidder to submit the omitted authorization shall lead to rejection of the Subcontractor or Manufacturer of the item under evaluation in accordance with ITB 38.4.
