(a)–(e), other relevant factors are as follows: Adjustments in price that result from the procedures outlined below shall be added, for purposes of comparative evaluation only, to arrive at an “Evaluated Bid Price.” Bid prices quoted by Bidders shall remain unaltered. 1.3.1 Quantifiable Deviations and Omissions Quantifiable Deviations and Omissions from the contractual obligations: the evaluation shall be based on the evaluated cost of fulfilling the contract in compliance with all contractual obligations under this Bidding Document. Evidence is to be given by reference lists for the required period of time. 4 Fittings (for conductors and insulator strings) The fitting manufacturer shall have been in its business for the last ten (10) years. It shall have manufactured and supplied fittings for at least ten (10) projects of 220kV voltage level or above within the last five (5) years. Evidence is to be given by reference lists for the required period of time (showing supplied fitting quantities in sets, project designation, voltage level, year of supply). 5 Manufacturers of Power and Auxiliary Transformers, Lightning Arresters, Circuit Breakers, Disconnect & Earth Switches, Current Transformers, Capacitor Voltage Transformers, Metal Clad Switchgears The manufacturer shall have been in its business for the last ten (10) years. It shall have manufactured and supplied similar equipment for at least ten (10) projects within the last five (5) years. Evidence is to be given by reference lists for the required period of time (showing supplied fitting quantities in sets, project designation, year of supply) 6 Insulators The insulator manufacturer shall have been in its business for the last ten (10) years. It shall have manufactured and supplied minimum 30,000 composite insulators or 400,000 cap and pin insulators within the last five (5) years at 220kV voltage level or above. Evidence is to be given by reference lists for the required period of time (showing supplied insulator quantities in pieces, voltage level, project designation, year of supply). Additionally, a type test report or insulator unit(s) shall be submitted. 7 MV & LV Electric cables, OPGW, Overhead conductors, Earthing wires/conductors and termination kits The subcontractor shall have been in its business for the last ten (10) years. Evidence is to be given by reference lists for the required period of time (showing supplied items and year of supply). 3 Design of High Voltage, Medium Voltage and Low Voltage AC & DC) systems for substation including associated protection, control, metering and telecommunication systems The subcontractor shall have been in its business for the last ten (10) years. It shall have done 3 projects similar level designs within the last five (5) years. Evidence is to be given by reference lists for the required period of time. 4 Fittings (for conductors and insulator strings) The fitting manufacturer shall have been in its business for the last ten (10) years. It shall have manufactured and supplied fittings for at least ten (10) projects of 220kV voltage level or above within the last five (5) years. Evidence is to be given by reference lists for the required period of time (showing supplied fitting quantities in sets, project designation, voltage level, year of supply). 5 Manufacturers of Power and Auxiliary Transformers, Lightning Arresters, Circuit Breakers, Disconnect & Earth Switches, Current Transformers, Capacitor Voltage Transformers, Metal Clad Switchgears The manufacturer shall have been in its business for the last ten (10) years. It shall have manufactured and supplied similar equipment for at least ten (10) projects within the last five (5) years. Evidence is to be given by reference lists for the required period of time (showing supplied fitting quantities in sets, project designation, year of supply) 6 Insulators The insulator manufacturer shall have been in its business for the last ten (10) years. It shall have manufactured and supplied minimum 30,000 composite insulators or 400,000 cap and pin insulators within the last five (5) years at 220kV voltage level or above. Evidence is to be given by reference lists for the required period of time (showing supplied insulator quantities in pieces, voltage level, project designation, year of supply). Additionally, a type test report or insulator unit(s) shall be submitted. 7 MV & LV Electric cables, OPGW, Overhead conductors, Earthing wires/conductors and termination kits The subcontractor shall have been in its business for the last ten (10) years. It shall have done 3 projects similar level designs within the last five (5) years. Evidence is to be given by reference lists for the required period of time. Form EXP-3 8 LV AC/DC Panel boards, other hardware items The subcontractor shall have been in its business for the last ten (5) years. It shall have done 2 projects similar level designs within the last five (5) years. Evidence is to be given by reference lists for the required period of time. Form EXP-3 These activities can be fully subcontracted. In the case of a Bidder who offers to supply and install major items of plant under the contract, which the Bidder did not manufacture or otherwise produce, the Bidder shall provide the Manufacturers authorization, using the form provided in Section 4 (Bidding Forms), showing that the Bidder has been duly authorized by the Manufacturer or producer of the related plant and equipment or component to supply and install that item in the Employers country. Failure to submit the Manufacturer’s authorization at the first instance is considered a minor, nonmaterial omission and shall be subject to clarification. However, failure of the Bidder to submit the omitted authorization shall lead to rejection of the Subcontractor or Manufacturer of the item under evaluation in accordance with ITB 38.4.
