4. Qualification Requirements/Short listing Criteria: National Procurement Authority on behalf of Ministry of Energy and Water (MEW), GoIRA, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services described under paragraph 3 above. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are: a) The Consultant should be registered legal entity and should have been in business for at least the last 5 years in providing Consultancy Services of similar assignments. (The consultant is required to provide the Copy of the Certificate of Incorporation issued by relevant authority in country of establishment). b) The consultant shall demonstrate having sound financial situation by submitting audited financial reports or any other credible financial documents in which the consultant annual turnover for any of the last Five (5) years (2014, 2015, 2016, 2017 and 2018) shall be USD 2,700,000 (Two Million and Seven Hundred Thousand US Dollars). c) The consultant should provide proven experience for a minimum of at least one contract with the value of US$ 1,500,000 (One Million and Five Hundred Thousand US Dollar) in the last Five (5) years of similar nature indicating the duration, value, years of performance, which should showcase the expertise/strength of the consultant for the undertaking such assignments. The Consultant while describing the assignment(s) for similar experience should furnish the following details:  Consultant should explain in what way the executed assignment(s) was/were similar in nature to the current assignment.  The Consultant should explain the exact role played by the Consultant in the assignment if the assignment was carried out in association with other firms as JV or in sub-consultancy for carrying out the assignment.  In order to calculate the monetary value of similar contracts provided by the consultants, consider the size of the inflation rate according to the budget document for the same fiscal year. d) Consultant having some regional experience is desirable. e) The requirements for Consultants who intends to associate with other firm(s) in the form of a Joint Venture (JV) or sub-consultancy to enhance their qualifications are indicated as under: I. The lead partner is required to be identified clearly and state the composition and nature of their association (JV/ sub-consultant) in their EOI. In case of JV, the following minimum requirements shall be fulfilled: a) Lead Partner: Shall meet at least 60% of the shortlisting criteria for annual turnover and experiences requirement defined under Part 4 above (Qualification Requirements/Short listing Criteria), paragraphs (b) and (c) respectively. b) JV Partner: Shall meet at least 25% of the shortlisting criteria for annual turnover and experiences requirement defined under Part 4 above (Qualification Requirements/Short listing Criteria), paragraphs (b) and (c) respectively. When fulfilling the above minimum requirements, in aggregate, either the lead member and/ or JV partner(s) shall meet at least 100% of the short listing criteria referred to above. II. The short listing criteria provided under Part 4 above (Qualification Requirements/Short listing Criteria), paragraphs (b) and (c) will not be applied for sub-consultant. f) The Consultant should furnish only true and factual information in the EOI (for itself, its partners and sub-consultant(s), if any). By an act of submission of an EOI against this REoI, the Consultant shall be deemed to be aware that for any misrepresentation by the Consultant in regards to its EOI including any qualification documents/ information about the consultant itself, its partner and/ or sub-consultant detected at any stage of selection process or during execution of the resultant contract, if successful, the Consultant will be prosecuted under the Laws of Afghanistan.

Background Afghanistan is a landlocked country, located in the heart of Asia. It encompasses a geographic area of 652,225 sq. km. Most of the rivers and streams in Afghanistan flow only during spring and early summer and remain dry rest of the year, although the total quantum of water available in these rivers and streams on an annual basis are significant. This asymmetry in the demand – resource pattern results in failure to meet agricultural and other developmental requirements. In addition, the peak flows sometimes cause floods, damaging lives and properties. Afghanistan’s water and power infrastructure are literally in ruins and its rugged terrain and seasonally harsh climate cause the population to suffer, among others, from shortages of clean water and electricity. The availability of water is a major problem in rural and urban areas due to its scarcity, mismanagement and damaged water systems. The country as a whole use less than one-third of its potential of 75,000 million cubic meters of water resources; regional differences in supply, inefficient use and wastage ensure that a large part of the country experiences scarcity of water. Ravaged for more than two decades by war and civil strife, the irrigation sector in the entire country has suffered enormously, and is in dire need of an accelerated program to expand its agricultural production facilities. In Afghanistan for developing of large-scale hydropower and irrigation projects, sustainable and reliable sources of water are needed, but In Afghanistan there is normally plenty of water and peak flows in many rivers during spring and early summer and often don’t have any flows or small flows in late summer and early fall. Therefore, development and regulation of the rivers/streams system is needed to provide reliable water supplies throughout the year, control flood damages, supply of water for domestic use, irrigation and hydropower generation, etc. To achieve the above objectives construction of storage and water diversion dams are needed to be constructed across the rivers in suitable locations. The co-ordinates of the dam site as per actual location are 35° 35ꞌ 52.07ꞌꞌ N latitude and 67° 12ꞌ 6.75ꞌꞌ E longitude; thus, it is sited in Darah Suf-e-Bala district of Samangan province in North Afghanistan. Nearest town is Dahane Tur which is about 20 km from the dam site. The district town Darah Suf-e-Bala is about 46 Km from the dam site, 26 Km from Dahane Tur and about 130 Km from Mazar-e-Sharif; thus, the dam site is about 176 Km from Mazar-e-Sharif – an important city of the area which is further connected to all the major cities of Afghanistan. 2. Objectives of the Assignment The project will cover detailed design, drawings, construction technical specification, complete BOQ, cost loaded schedule for the Shah Abdullah Dam Project. The Shah Abdullah Dam Project main features outlined during the feasibility stage are as stated above but shall not be limited to the above-mentioned features. The consultant shall review the feasibility study and determine the most attractive alternative dam type and axis location. Powerhouse location and tailrace configuration shall be reexamined. The downstream irrigation configuration and the main pipe lines, right and left pipe lines/canal network and other related structures and system as described in the feasibility study shall be reexamined by the consultant in the initial stages of the project. A report will be prepared by the consultant (during the inception phase of the project) giving recommendations on the project configuration and type of major structures with particular focus on the main dam. The report will be available for presentation and discussion with MEW at the time of inception report presentation. MEW will examine the recommendations, in a value engineering review, and decide the configuration, size, and type of structures which will be taken to the detail design stage of the project. 3. Scope of the services Consultant shall perform detail design, profound study of dam axis, type of dam, hydropower generation, max irrigable area, as well as adequate analysis regarding technical, financial and constructability aspects …, out of multiple options proposed by consultant, prepare construction specification in compliance with applicable codes and standards, QA/ QC checklists to ensure construction is carried out to the expected quality and prepare BoQ and work schedule for construction phase. Consultant will do the following but shall not be limited to: • Desk study of the existing feasibility report. • Complete Site visit of the project to access and assess the shortages (if any) of the feasibility study and give recommendations for improvement. • Reexamine the Main Dam location and configuration recommendation in the feasibility study and recommend the most attractive type of structure and configuration and report on the findings during the inception report/ phase of the project. • Reexamine the Powerhouse tailrace location and configuration recommendation in the feasibility study and recommend the most attractive type of structure and configuration and report on the findings during the inception phase of the project. • Reexamine the downstream irrigation and drinking water supply configuration, main, right and left pipe lines/ canal network and other related structures and system as described in the feasibility study and recommend the most attractive type of structures and report on the findings during the inception report/ phase of the project. • Prepare a detailed design and calculations of the recommended dam and Intake Structures, Chute Spillway, Coffer Dam, stilling basin, Steel Pipe conduit for diversion, diversion works, desilting system and other appurtenant structures configuration for review, in conformance with international standards, particularly USBR, USACE, ICOLD and ICID. • Prepare a detailed design for the surface power-house, hydro-mechanical, mechanical and electro-mechanical equipment necessary for 1080 KW installed capacity including distribution of the generated power to nearby villages. • Prepare a detailed design and calculations for review of the main, right and left pipe lines/ canal network and other related structures and system including delivery chambers, field channels, chaks for irrigation area (command area) and drinking water supply. • Upon approval of the designs the consultant shall provide all final designs, calculations, reports drawings, specifications, cost estimation (BoQ), and schedule for overall project. • Prepare all dam safety documents conforming to the requirements of World Bank OP 4.37, and World Commission on Dams, and United States Bureau of Interior “Safety Evaluation of Existing Dams” (SEED) Manual. • Visit the project site, collect, review and analyze the existing data and information regarding the project site. • Taking measurements and getting new data if needed. • Investigations below are required but shall not be limited to: a) Topographic survey. b) Geological and geophysical investigation c) Geotechnical investigation d) Hydrology data analyzing, filling the Gaps and accessing the optimal amount of water. e) Seismology f) Construction material and barrow areas survey g) Other investigation as required by MEW • Determine the optimal hydropower generation, and irrigation development plan. • All the above services shall be arranged and submitted to the Client (MEW) for approval in five reports including the Inception report, Interim report No.1, Interim Report No.2, Draft final report and Final report. The components of all the above-mentioned reports are described in details in the next sections of the TOR. The Consultant shall keep in mind that the services and tasks described herein cannot be considered as the complete and comprehensive description of the Consultant’s services and duties. It is rather the Consultant’s responsibility to critically verify the scope of the services indicated herein, and to propose modifications in his proposal wherever he deems it necessary according to his own professional judgment and the knowledge that he will acquire during the preparation of his proposal.
