D:Qualification Requirements/Short listing Criteria: National Procurement Authority on behalf of Ministry of Energy and Water (MEW), GoIRA, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services described under paragraph 3 above. The Consultant while describing the assignment(s) for similar experience should furnish the following details: having executed during the last five (5) years of similar nature indicating the duration, value, years of performance, which should showcase the expertise/strength of the consultant for the undertaking such assignments. The Consultant while describing the assignment(s) for similar experience should furnish the following details: d)  Consultant should explain in what way the executed assignment(s) was/were similar in nature to the current assignment.  The Consultant should explain the exact role played by the Consultant in the assignment if the assignment was carried out in association with other firms as JV or in sub-consultancy for carrying out the assignment. e) Consultant having some regional experience is desirable. f) The requirements for Consultants who intends to associate with other firm(s) in the form of a Joint Venture (JV) or sub-consultancy to enhance their qualifications are indicated as under: i. The lead partner is required to be identified clearly and state the composition and nature of their association (JV/ sub-consultant) in their EOI. It encompasses a geographic area of 652,225 sq. km. Most of the rivers and streams in Afghanistan flow only during spring and early summer and remain dry rest of the year, although the total quantum of water available in these rivers and streams on an annual basis are significant. This asymmetry in the demand – resource pattern results in failure to meet agricultural and other developmental requirements. In addition, the peak flows sometimes cause floods, damaging lives and properties. Afghanistan’s water and power infrastructure is literally in ruins and its rugged terrain and seasonally harsh climate cause the population to suffer, among others, from shortages of clean water and electricity. The availability of water is a major problem in rural and urban areas due to its scarcity, mismanagement and damaged water systems. The country as a whole use less than one-third of its potential of 75,000 million cubic meters of water resources; regional differences in supply, inefficient use and wastage ensure that a large part of the country experiences scarcity of water. Ravaged for more than two decades by war and civil strife, the irrigation sector in the entire country has suffered enormously, and is in dire need of an accelerated program to expand its agricultural production facilities. In Afghanistan for developing of large scale hydropower and irrigation projects, sustainable and reliable sources of water are needed, but in Afghanistan there is normally plenty of water and peak flows in many rivers during spring and early summer and often don’t have any flows or small flows in late summer and early fall. Therefore, development and regulation of the rivers/streams system is needed to provide reliable water supplies throughout the year, control flood damages, supply of water for domestic use, irrigation and hydropower generation, etc. To achieve the above objectives construction of storage and water diversion dams are needed to be constructed across the rivers in suitable locations. • GENERAL PROJECT DESCRIPTION Based on Feasibility study report; The co-ordinates of the dam site as per actual location are 35°52ꞌ 31.77ꞌꞌ N latitude and 67° 58ꞌ 5.35ꞌꞌ E longitude; thus, it is sited in Khuram Wa Sarbagh district of Samangan province in North Afghanistan. Nearest town is Aye-Bak city the capital of Samangan Province, which is about 60 km from the Dam site. The Dam site is connected to other important towns like Mazar e-Sharif, Kabul etc. via Aye-Bak city by well-maintained metalled roads. The Ab-e-Keli Project is a multipurpose project, providing irrigation water to the agricultural sector and electrical power for sale to the public. Out of 22 proposed sites, Ab-e-Keli site was one the best ranked 7 site which the Feasibility study were conducted. • AB-E-KELI PROJECT CHARACTERISTICS Feasibility study report (Annex D) governs if there are any conflicts between documents. The principle and salient features of the Project proposed during feasibility studies are as follows but not limited to: a) Diversion system b) A rock fill dam with appurtenant structure c) Gated ogee shape chuted spillway d) Energy dissipation arrangement (stilling basin) e) Intake for discharge of water with trashracks and appurtenant structure f) Water conveyance system, Pipe line/ canals for distribution of system g) Irrigation system design with gross command area of 1870 ha and culturable command area of 1700 ha which needs to be reassessed during Detail design h) Penstock, Power-house, Tail race Pipe and other appurtenant structure i) Infrastructures such as Access Road to various component of the project, Permanent and temporary buildings j) Hydro Mechanical Component k) Hydro Electrical Component l) Power Evacuation arrangement m) Any other related structure which is mentioned in feasibility study/ required for efficient system design. For more details, the Consultant should refer to Annex D (Feasibility Study) of Ab-e-Keli Irrigation & Hydropower Project B: Objectives of the Assignment: The project will cover Comprehensive and complete detailed design, drawings, construction technical specification, Technical document preparation required for tendering and QA/QC checklist for construction phase of the Ab-e-Keli Irrigation and Hydropower Project. The Ab-e-Keli Irrigation and Hydropower Project main features are as stated in section (AB-E-KELI PROJECT CHARACTERISTICS) but shall not be limited to the mentioned main features. The consultant shall review the feasibility study and determine the most attractive alternative dam type and axis location. Powerhouses location and tailrace configuration shall be reexamined. The irrigation system configuration, conveyance system configuration Pipeline/ main, secondary and sub secondary canals, as described in the feasibility study shall be reexamined by the consultant in the initial stages of the project. A report will be prepared by the consultant (during the inception phase of the project) giving recommendations on the project configuration and type of major structures with particular focus on the main structure of the project. The report will be available for presentation and discussion with MEW at the time of inception report presentation. MEW will examine the recommendations, in a value engineering review, and decide the configuration, size, and type of structures which will be taken to the detail design stage, and construction tender document preparation stage. C: Scope of the services Consultant shall perform all the activities needed for complete detail design of the project, profound study of dam axis and appurtenant structures, type of dam, hydropower generation and evacuation, water conveyance system, max irrigable area, as well as adequate analysis regarding technical, financial and constructability aspects and other requirement as required for completion of the detail design, out of multiple options proposed by consultant/ contractor and/ or Engineer, prepare construction specification in compliance with applicable codes and standards and QA/ QC checklists to ensure construction is carried out to the expected quality, prepare technical tender document, ToR, schedule and BoQ for construction phase. Consultant will carry out the following tasks, but shall not be limited to: • Desk study of the existing feasibility report. • Complete Site visit of the project to assess the shortages (if any) of the feasibility study and give recommendations for improvement. • Reexamine the Main Dam location and configuration recommendation in the feasibility study and recommend the most attractive type of structure and configuration and report on the findings during the inception report/ phase of the project. • Reexamine the Powerhouse tailrace location and configuration recommendation in the feasibility study and recommend the most attractive type of structure and configuration and report on the findings during the inception phase of the project. • Reassess the power generation capacity which reported in feasibility study and recommend the optimum generation capacity of the project and report on the finding during the inception report. • Reexamine the irrigation system for the command area, configuration of the head race pipe, distribution pipe, delivery chamber, canal system/ Main, secondary and sub secondary canals, as described in the feasibility study and recommend the most attractive type of structures and report on the findings during the inception report/ phase of the project. • Reexamine the Power evacuation configuration and Prepare detailed design and calculations for review of the evacuation system and related structure up to National grade connection. • Reexamine the substation configuration and Prepare detailed design and calculation for review of the substations and related structure according to the feasibility study. • Prepare a detailed design and calculations of the recommended dam configuration for review, of the Ab-e-Keli Dam and appurtenances in conformance with international standards, particularly USBR, USACE, ICOLD and ICID. • Prepare a detailed design and calculations for review of the conveyance system, irrigation system; head race pipe, distribution pipe, delivery chamber, canal system and appurtenant structures/ Main, secondary and sub secondary Canals for optimum irrigation areas. • Prepare detailed design and calculations for review of the hydraulic structures. • Prepare the detailed design documents including but not limited to drawings, calculation, rating, technical specifications, etc. for the power-house including the hydro-mechanical equipment and Electromechanical equipment necessary for optimum installed capacity respectively. • Prepare the detailed design documents including but not limited to drawings, calculation rating, technical specifications, etc. for the power evacuation system and appurtenant structure(s). • Prepare the detailed design documents including but not limited to drawings, calculation, rating, technical specifications, etc. for substation including all the related equipment/devices and appurtenant structure(s). • Prepare the detailed design documents including but not limited to drawings, calculation rating, technical specifications, etc. for Transmission Line and integration system with national grid including conductor(s) and all the related equipment/devices and appurtenant structure(s). • Upon approval of the designs the consultant shall provide all final designs, calculations, reports and drawings of Ab-e-Keli Dam and appurtenant structures, conveyance system, irrigation system, powerhouses, transmission line and substations in level of detail. • Prepare all dam safety documents conforming to the requirements of World Bank OP 4.37, and World Commission on Dams, and United States Bureau of Interior “Safety Evaluation of Existing Dams” (SEED) Manual; • Prepare technical tender documents including BoQ and const loaded schedule for construction • Visit the project site, collect, review and analyze the existing data and information regarding the project site • Taking measurements and getting new data if needed. • Investigations below are required: a.
