Background Afghanistan is a landlocked country, located in the heart of Asia. It encompasses a geographic area of 652,225 sq. km. Most of the rivers and streams in Afghanistan flow only during spring and early summer and remain dry rest of the year, although the total quantum of water available in these rivers and streams on an annual basis are significant. This asymmetry in the demand – resource pattern results in failure to meet agricultural and other developmental requirements. In addition, the peak flows sometimes cause floods, damaging lives and properties. Afghanistan’s water and power infrastructure is literally in ruins and its rugged terrain and seasonally harsh climate cause the population to suffer, among others, from shortages of clean water and electricity. The availability of water is a major problem in rural and urban areas due to its scarcity, mismanagement and damaged water systems. The country as a whole uses less than one-third of its potential of 75,000 million cubic meters of water resources; regional differences in supply, inefficient use and wastage ensure that a large part of the country experiences scarcity of water. Ravaged for more than two decades by war and civil strife, the irrigation sector in the entire country has suffered enormously, and is in dire need of an accelerated program to expand its agricultural production facilities. In Afghanistan for developing of large scale hydropower and irrigation projects, sustainable and reliable sources of water are needed, but in Afghanistan there is normally plenty of water and peak flows in many rivers during spring and early summer and often don’t have any flows or small flows in late summer and early fall. Therefore, development and regulation of the rivers/streams system is needed to provide reliable water supplies throughout the year, control flood damages, supply of water for domestic use, irrigation and hydropower generation, etc. To achieve the above objectives construction of storage and water diversion dams are needed to be constructed across the rivers in suitable locations. Sagi hydropower Project The proposed Sagi dam site is located at about 2 km upstream of Marawara village and about 6 km upstream of the Asadabad town. The proposed site falls in Marawara district of Kunar Province. The river bed level is at about El. 819 m and the top of the banks extend beyond El. 1040m on either side. The site coordinates are at Latitude 34.9032 N and Longitude 71.1926 E. This is the last project in the cascade of six sites, the immediate upper site being Lar Sutan, about 11 km along the river. The suitable dam site was located near village Sagi during the reconnaissance visit, so as to have an optimised operation head for the proposed hydroelectric project at the place and the preferred dam alignment was fixed with necessary geological considerations, etc. The survey was covered upto about El. 970m on the left bank and El. 990m on the right bank extending upto 500m on upstream side of the proposed dam axis and 500m on downstream side. Ten cross sections were taken on u/s side of the dam axis at every 50m interval and ten on d/s side at the same interval. The lowest river bed level along the dam axis was found to be El. 819 m and the highest bank level was about El. 990m. The total length of the dam axis surveyed was 1296.92m 2. Objectives of the Assignment To achieve Energy self-sufficiency, the project is intended to control Kunar river for generation of 300MW and distribution via connecting to the nearest existing grid. The principle and salient features of the Project proposed during feasibility studies are as follows: a) A concrete gravity dam of 85.5m height and gross storage of 588 Mm3. b) A dam toe power house of 300 MW installed capacity. 3. Scope of the services The consultant is required to complete scope of work indicated here in within 18-month period. The KSDP components consist of but not limited to the storage dam and appurtenant facilities, the storage reservoir, power generation components including power waterways, transmission and substation, environmental and sociological considerations and all other aspects that can be associated with independent functionality of the Project. The consultant shall perform (not limited to) detail design and profound study of dam axis, type of dam, hydropower generation, max irrigable area, transmission and substation requirements as well as adequate analysis regarding technical, financial and constructability aspects, out of multiple options proposed by the consultant and/ or MEW. Prepare construction specification in compliance with applicable codes and standards and QA/ QC checklists to ensure construction is carried out to the expected quality, prepare tender documents and BoQ for construction phase. The consultant shall review the previous study and determine optimum alternative dam type and axis location. Powerhouse location and tailrace configuration shall be reexamined. A report will be prepared by the consultant (during the inception phase of the project) giving recommendations on the project configuration and type of major structures with particular focus on the main dam. The report will be available for presentation and discussion with MEW at the time of inception report submission. MEW will examine the recommendations, in a value engineering review, and agreed upon configuration, size, and type of structures which will be taken to the detail design. However, the consultant shall bear in mind that the list of tasks and activities can by no means be considered as the complete and comprehensive description of the consultant’s duties. It is rather the consultant’s responsibility to critically verify the scope of services indicated and to extend or amend it wherever he deems necessary according to his own professional judgement and the knowledge he will acquire during preparation of this proposal. It is understood that the consultant performs all works and services as necessary to fulfill the objectives of the project. The consultant will: • Reexamine the Main Dam location and configuration recommendation in the previous study(s) and recommend the most feasible type of structure and configuration and report on the findings during the inception phase of the project. • Reexamine the Powerhouse tailrace location and configuration recommendation in the feasibility study and recommend the most feasible type of structure and configuration and report on the findings during the inception phase of the project. • Visit the project site, collect, review and analyze the existing data and information regarding the project site. • Taking measurements and getting new data if needed. • Investigations below are required: a. Topographic survey. b. Geological and geophysical investigation c. Geotechnical investigation d. Seismology e. Construction material and barrow areas survey f. etc. • Determine the optimal hydropower generation. • Prepare a detailed design and calculations of the recommended dam configuration and appurtenant structures in conformance with international standards, particularly USBR and the World Commission on Dams; • Prepare a detailed design for the dam toe power-house including the (hydro)mechanical and (hydro)electrical equipment necessary for 300MW installed capacity, transmission and substation(s) connecting to the nearest grid point. • Upon approval of the designs the consultant shall provide all final designs, calculations, reports and drawings, tender documents and construction checklists in soft and hard copies (min. 3 soft and 3 hard copies) • Prepare all dam safety documents conforming to the requirements of World Bank OP 4.37, and World Commission on Dams, and United States Bureau of Interior “Safety Evaluation of Existing Dams” (SEED) Manual. • Prepare tender documents for construction in compliance with the world bank harmonized FIDIC (pink book). • Prevent flood damages and bank erosion on the downstream of the dam. • Proper instrumentation. • Storage operation plan. Qualification Requirements/Short listing Criteria: National Procurement Authority on behalf of Ministry of Energy and Water (MEW), GoIRA, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services described under paragraph 3 above. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are: a) The Consultant should be registered legal entity and should have been in business for at least the last 5 years in providing Consultancy Services of similar assignments. (The consultant is required to provide the Copy of the Certificate of Incorporation issued by relevant authority in country of establishment). b) The consultant shall demonstrate having sound financial situation by submitting audited financial reports or any other credible financial documents in which the consultant annual turnover for any of the last Five (5) years (2014, 2015, 2016, 2017 and 2018) shall be USD 3,100,000 (Three Million and One Hundred Thousand US Dollars). c) The consultant should provide proven experience for a minimum of at least one contract with the value of US$ 1,700,000 (One Million and Seven Hundred Thousand US Dollar) having executed during the last five (5) years of similar nature indicating the duration, value, years of performance, which should showcase the expertise/strength of the consultant for the undertaking such assignments. The Consultant while describing the assignment(s) for similar experience should furnish the following details:  Consultant should explain in what way the executed assignment(s) was/were similar in nature to the current assignment.  The Consultant should explain the exact role played by the Consultant in the assignment if the assignment was carried out in association with other firms as JV or in sub-consultancy for carrying out the assignment.  In order to calculate the monetary value of similar contracts provided by the consultants, consider the size of the inflation rate according to the budget document for the same fiscal year. d) Consultant having some regional experience is desirable. e) The requirements for Consultants who intends to associate with other firm(s) in the form of a Joint Venture (JV) or sub-consultancy to enhance their qualifications are indicated as under: i. The lead partner is required to be identified clearly and state the composition and nature of their association (JV/ sub-consultant) in their EOI. In case of JV, the following minimum requirements shall be fulfilled: a) Lead Partner: Shall meet at least 60% of the shortlisting criteria for annual turnover and experiences requirement defined under Part 5 above (Qualification Requirements/Short listing Criteria), paragraphs (b) and (c) respectively. b) JV Partner: Shall meet at least 25% of the shortlisting criteria for annual turnover and experiences requirement defined under Part 5 above (Qualification Requirements/Short listing Criteria), paragraphs (b) and (c) respectively. When fulfilling the above minimum requirements, in aggregate, either the lead member and/ or JV partner(s) shall meet at least 100% of the short listing criteria referred to above. ii. The short listing criteria provided under Part 5 above (Qualification Requirements/Short listing Criteria), paragraphs (b) and (c) will not be applied for sub-consultant. f) The Consultant should furnish only true and factual information in the EOI (for itself, its partners and sub-consultant(s), if any). By an act of submission of an EOI against this REoI, the Consultant shall be deemed to be aware that for any misrepresentation by the Consultant in regards to its EOI including any qualification documents/ information about the consultant itself, its partner and/ or sub-consultant detected at any stage of selection process or during execution of the resultant contract, if successful, the Consultant will be prosecuted under the Laws of Afghanistan. 5.
