Background Afghanistan is a landlocked country, located in the heart of Asia. It encompasses a geographic area of 652,225 sq. km. Most of the rivers and streams in Afghanistan flow only during spring and early summer and remain dry rest of the year, although the total quantum of water available in these rivers and streams on an annual basis are significant. This asymmetry in the demand – resource pattern results in failure to meet agricultural and other developmental requirements. In addition, the peak flows sometimes cause floods, damaging lives and properties. Afghanistan’s water and power infrastructure is literally in ruins and its rugged terrain and seasonally harsh climate cause the population to suffer, among others, from shortages of clean water and electricity. The availability of water is a major problem in rural and urban areas due to its scarcity, mismanagement and damaged water systems. The country as a whole use less than one-third of its potential of 75,000 million cubic meters of water resources; regional differences in supply, inefficient use and wastage ensure that a large part of the country experiences scarcity of water. Ravaged for more than two decades by war and civil strife, the irrigation sector in the entire country has suffered enormously, and is in dire need of an accelerated program to expand its agricultural production facilities. In Afghanistan for developing of large scale hydropower and irrigation projects, sustainable and reliable sources of water are needed, however there is normally plenty of water and peak flows in many rivers during spring and early summer and often don’t have any flows or small flows in late summer and early fall. Therefore, development and regulation of the rivers/streams system is needed to provide reliable water supplies throughout the year, control flood damages, supply of water for domestic use, irrigation and hydropower generation, etc. To achieve the above objectives, constructions of storage and water diversion dams are essential across the rivers in suitable locations. Before the construction of dam projects, detail feasibility study and detail design of the projects are required. The Government of Islamic Republic of Afghanistan (GoIRA) has planned a numbers of dam projects with all existing potential of hydropower and irrigation for feasibility study. Ministry of Energy and Water (MEW), on behalf of the Islamic Republic of Afghanistan, propose to undertake the technical feasibility study for Agha-Jan Dam, irrigation and hydropower project. 2. Objectives of the Assignment The project will cover technical feasibility study including but not limited to topography, geotechnical and geo physical investigations, hydrological and sedimentation studies, potential of irrigation and hydropower, borrow area survey, preparation of preliminary/conceptual drawings, social impact assessment (SIA), environmental impact assessment (EIA), bill of quantity (BOQ) for estimated detail design price, economic and financial analysis for above mentioned project according to below statement of requirements within 12 months from notice to proceed (NTP). The consultant shall study all the three sites mentioned in the Reconnaissance Report in detail and determine the most attractive alternative from economy, axis location, dam type and tailrace configuration point of view. A report will be prepared by the consultant (during the inception phase of the project) giving recommendations on the project configuration and type of major structures with particular focus on the main dam. The report will be available for presentation and discussion with MEW at the time of inception report presentation. MEW will examine the recommendations, in a value engineering review, and decide the configuration, axis location, size, and type of structures which will be taken to the detail feasibility study stage of the project. 3. Scope of the services Within the 12months, consultant shall perform feasibility study of the Agha Jan dam site, profound study of dam axis, type of dam, potential of irrigation of existing and new development agricultural lands, max irrigable area, optimal hydropower production as well as adequate analysis regarding technical, economic and financial and constructability aspects, out of three options proposed in the Reconnaissance Report and prepare preliminary design drawings, BOQ (cost estimate) for detail design phase and preliminary construction cost –estimate of the project. Consultant capability to accomplish specified tasks, within this TOR, in a period less than 12 months is a positive credit during evaluation. Consultant shall describe its methodology of performance along with schedule. Consultant will do the following but (shall not be limited to): • Reexamine the Main Dam locations (among three given alternatives location in Reconnaissance Report) and configuration recommendation in the previous studies and recommend the most attractive type of structure and configuration from both economic and financial and technical point of view and report on the findings during the inception report/ phase of the project. • Prepare profound study of the potential of power generation and powerhouse location configuration. • Prepare a profound study for the irrigation plan of each site as described in reconnaissance study. • Schemes for canal headworks including bed load regulation, weirs, and suspended sedimentation facilities. • Prepare the existing and new development irrigation plan of the downstream agricultural lands. • Prepare a feasibility study and calculations of the recommended configuration for dam and appurtenances in conformance with international standards, particularly USBR,USACE and the World Commission on Dams whichever is applicable and on the safe side; • Prepare a feasibility study for the hydro-mechanical and electro-mechanical equipment necessary for the project. • Prepare a feasibility study for power evacuation to nearest grid substation and/or power distribution system to nearby villages. • Upon approval of the designs the consultant shall provide all final preliminary designs, calculations, reports and drawings, visit the project site, collect, review and analyze the existing data and information regarding the project site • Investigations below are required but not limited to: a. Topographic survey on dam axis with 1/1000 scale 300m up and down stream. b. Geological and geophysical investigation c. Geotechnical investigation d. Seismology e. Construction material and barrow areas survey f. Sediment deposit survey g. Hydrology • Perform economic analyses considering the three alternatives and extension of transmission canals. The Consultant services and tasks described herein cannot be considered as the complete and comprehensive description of the Consultant’s services and duties. Consultant’s proposal in response to [request for proposal] shall be to the details deemed necessary according to its professional expertise and judgment beyond scope indicated herein. The proposal shall be descriptive enough that the Consultant performs all the services/ work as necessary to fulfill the objectives of this Contract. Qualification Requirements/Short listing Criteria: National Procurement Authority on behalf of Ministry of Energy and Water (MEW), GoIRA, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services described under paragraph 3 above. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are: a) The Consultant should be registered legal entity and should have been in business for at least the last 5 years in providing Consultancy Services of similar assignments. (The consultant is required to provide the Copy of the Certificate of Incorporation issued by relevant authority in country of establishment). b) The consultant shall demonstrate having sound financial situation by submitting audited financial reports or any other credible financial documents in which the consultant annual turnover for any of the last Five (5) years (2014, 2015, 2016, 2017 and 2018) shall be USD 2,00,000 (Two Million US Dollars). c) The consultant should provide proven experience for a minimum of at least one contract with the value of US$ 1,100,000 (One Million and One Hundred Thousand US Dollar) in the last five (5) years of similar nature indicating the duration, value, years of performance, which should showcase the expertise/strength of the consultant for the undertaking such assignments. The Consultant while describing the assignment(s) for similar experience should furnish the following details:  Consultant should explain in what way the executed assignment(s) was/were similar in nature to the current assignment.  The Consultant should explain the exact role played by the Consultant in the assignment if the assignment was carried out in association with other firms as JV or in sub-consultancy for carrying out the assignment.  In order to calculate the monetary value of similar contracts provided by the consultants, consider the size of the inflation rate according to the budget document for the same fiscal year. d) Consultant having some regional experience is desirable. e) The requirements for Consultants who intends to associate with other firm(s) in the form of a Joint Venture (JV) or sub-consultancy to enhance their qualifications are indicated as under: i. The lead partner is required to be identified clearly and state the composition and nature of their association (JV/ sub-consultant) in their EOI. In case of JV, the following minimum requirements shall be fulfilled: a) Lead Partner: Shall meet at least 60% of the shortlisting criteria for annual turnover and experiences requirement defined under Part 5 above (Qualification Requirements/Short listing Criteria), paragraphs (b) and (c) respectively. b) JV Partner: Shall meet at least 25% of the shortlisting criteria for annual turnover and experiences requirement defined under Part 5 above (Qualification Requirements/Short listing Criteria), paragraphs (b) and (c) respectively. When fulfilling the above minimum requirements, in aggregate, either the lead member and/ or JV partner(s) shall meet at least 100% of the short listing criteria referred to above. ii. The short listing criteria provided under Part 5 above (Qualification Requirements/Short listing Criteria), paragraphs (b) and (c) will not be applied for sub-consultant. f) The Consultant should furnish only true and factual information in the EOI (for itself and its partners, if any). By an act of submission of an EOI against this REoI, the Consultant shall be deemed to be aware that for any misrepresentation by the Consultant detected at any stage of selection process or during execution of the resultant contract, if successful, the Consultant may be prosecuted under the Laws of Afghanistan. 5.
