The Government of the People’s Republic ofBangladesh (GOB) has applied for financing from the World Bank (with co-fin ancing from Asian Infrastructure Investment Bank, AIIB)towards the Bangladesh Municipal Water Supply and Sanitation Project (BMWSSP ) and intends to apply part of the proceeds forconsulting services.

The Department of Public Health Engineering (DPHE), u nder the Ministry of Local Government, RuralDevelopment and Co-operatives, Government of Bangladesh intends to apply a portion of s aid credit to hire a competent, qualifiedand experienced consultancy agency to assist DPHE and the municipalities in the implementa tion of the project in a sustainablemanner. Also to increase their access to improved water supply and sanitation services and stre ngthen their institutionalcapacities for delivering improved Water Supply, Sanitation and Drainage Services.

The scope of work of the firmincludes the following:

  1.  Enable municipalities to meeting the eligibility conditions to joi n theproject;
  2. Strengthening Institutional Capacity of Municipalities to Manage Water Supply and Sanitation;
  3. Support for Institutional and Operational Sustainability;
  4. Strengthening of DPHE for Water and Sanitation SectorRoles;
  5. Providing technical and project management support to municipalities to plan and implement infrastructure, especiaally water Roles;
  6. Support DPHE and municipalities in rapid mobilization anddeployment nd resources for a quick response system to repair the WSS system in case of an emergency;
  7. Helpmunicipalities to review their Drainage Master Plan and identify critical investments to manage wastewater and prevent flooding, validate drainage pathways a nd potential flood mitigation mechanisms etc.;
  8. Support the PMU in coordinating andimplementing project activities at the national, regional (division/ district) and municipality level.

Durationof the consultancy services is 30 months . The detailed Terms of Reference (TOR) for the assignment can be found at the followingwebsite: (www.dphe.gov.bd) or can be obtain ed at the address given below.

DPHE now invites eligible Consulting firms(“Consultants”) to indicate their in terest in providing the Services. Interested Consultants should provideinformation demonstrating that they have the required qualif ications and relevant experience to perform the Services. Theshort-listing criteria are:

  1. The firm should have at least 10 years of experience in the relevant type ofservices. They should have   sufficient personnel having experti se and experience of providing technical servicesfor similar type of projects;
  2. Adequate experience in technical, project management and institutional capacity buildingsupport at decentralized level. The firm must have experience in managing/providing implementation support of similar type ofproject especially water supply distribution systems and drainage or similar infrastructure;   
  3. Experience in planning and designing of similar type of infrastructures for water supplydistribution systems and drainage and experience in institutional development activities;
  4. Having proven experience in connstruction distributioupervision of similar type of activities;
  5. Corporate Capacity of the Consultants (Annual Turnover, Financial In or last 5 years, but no audited financial statements in this regard).

Key Experts will not beevaluated at the sho rtlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the Wo rld Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (Revised November 2017), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms toenhance their qualificati ons, but should indicate clearly whether the association is in the form of a joint venture and/or asub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable forthe entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection(QCBS) method set out in the Procurem ent Regulations.

The Expressions of Interest should include as minimum thefollowing:

  1. Legal names and ad dress of consulting firms including country of registration (i.e. legal documents, Up to date Trade License, VAT and Tax  Certi ficate);
  2. Brochure of the consulting firms or description of companyprofile;
  3. Description of relevant experienc e with all necessary information.;
  4. List of professional strengthwith name, qualification and experience;
  5. Annu al turnover supported by audited financialstatements;
  6. Forwarding letter with detail address (i.e. mail address, telephon e, fax, email) and contact person forcommunication.

Expressions of interest must be delivered in a written form t o the address below (in person, orby mail, or by fax, or by e-mail) by 10 February 2019 up to 3:00 pm.
