The Government of the People’s Republic ofBangladesh (GOB) has applied for financing from the World Bank (with co-fin ancing from Asian Infrastructure Investment Bank, AIIB)towards the Bangladesh Municipal Water Supply and Sanitation Project (BMWSSP ) and intends to apply part of the proceeds forconsulting services.
The Department of Public Health Engineering (DPHE), u nder the Ministry of Local Government, RuralDevelopment and Co-operatives, Government of Bangladesh intends to apply a portion of s aid credit to hire a competent, qualifiedand experienced consultancy agency to assist DPHE and the municipalities in the implementa tion of the project in a sustainablemanner. Also to increase their access to improved water supply and sanitation services and stre ngthen their institutionalcapacities for delivering improved Water Supply, Sanitation and Drainage Services.
The scope of work of the firmincludes the following:

DPHE now invites eligible Consulting firms(“Consultants”) to indicate their in terest in providing the Services. Interested Consultants should provideinformation demonstrating that they have the required qualif ications and relevant experience to perform the Services. Theshort-listing criteria are:

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the Wo rld Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (Revised November 2017), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms toenhance their qualificati ons, but should indicate clearly whether the association is in the form of a joint venture and/or asub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable forthe entire contract, if selected. p>
A Consultant will be selected in accordance with the Quality and Cost Based Selection(QCBS) method set out in the Procurem ent Regulations.
