Request for proposals for “Evaluation of cost effectiveness and value-for-money of DCP-DN pavement design method for low-volume roads in comparison with conventional designs”

The Research for Community Access Partnership (ReCAP) is a six-year programme of applied research and knowledge dissemination funded by a grant from the UK Government through the Department for International Development (DFID). The overall aim is to promote safe and sustainable rural access in Africa and Asia through research and knowledge sharing between participating countries and the wider community.

The field of technology management, including research management and innovation management, has grown significantly over the past two decades. The main drivers behind this growth have been the perceived need to improve research investment decision-making and to assess the “return on research investment”. Increasingly, funders of research are asking these questions and ReCAP is no exception. However, due to the inherent nature of research and development, these questions are difficult to answer.

This project will carry out an evaluation of the cost-effectiveness and value-for-money of the DCP-DN pavement design method with a view to assessing the benefits/cost savings accruing to the Road Authorities, in terms of both upfront cost savings and life-cycle costs, as a result of adopting the method in comparison with conventional designs.

ReCAP, managed by Cardno Emerging Markets (UK) Ltd, is seeking proposals to undertake an assignment for the Evaluation of cost effectiveness and value-for-money of DCP-DN pavement design method for low-volume roads in comparison with conventional designs. ReCAP is looking to engage a team of two (2) experts to undertake the assignment.

This procurement procedure is open to both organisations and individuals operating in teams.

Interested parties can request the Request for Proposal document by sending an e-mail to recap.procurement@cardno.com with copy to Edson.Madeira@cardno.com, stating the project reference No.RAF2128A in the subject line.

Proposals must be received by no later than 14th August 2017 at 5PM, UK time. Proposals and all queries should be submitted directly to recap.procurement@cardno.com with copy to edson.madeira@cardno.com.
