Assignment Title: Technical Support tothe District Development Authority (DDA) for the preparation of a District Water, Sanitation and Hygiene (WaSH) sectorPlan.

The Department of National Planning andMonitoring (DNPM) through the WaSH Program Management Unit (PMU) has secured financing from the World Bank towards the cost of theWater Supply and Sanitation Development Project and intends to apply part of the procee ds for consultingservices.


The consulting services (“the Services”) include:


BriefingProvincial, District and Local Level Government (LLG) staff on the new WaSH Policy. Key government staff shoul d be madefamiliar about the new WaSH Policy; the targets, principles and strategies, along with the proposed District Planning init iative.This component will also identify ways in which the policy can be integrated within existing WaSH initiatives.


Support to the DDA in the preparation of a 5 year District WaSH Plan.  Preparation of the District Planshould be done in a manner that contributes to the capacity development of DDAs and should be consistent with existing governmentplanning, budgeting and reporting cycles.  The plan will need to support implementation of existing Provincial WaSH priorities a pld include for example; background information on the District, WaSH related health statistics, WaSH annual targets, priorityinter ntions, local capacity assessment, estimated investments required to meet targets, estimated government funding commitmentsand addi tional potential funding streams and sustainability strategies.


Support to the DDA to implementthe Distr ict WaSH Plan.  If the District WaSH Plan is approved the Consulting Firm may be engaged to assist the DDAto implemen t the Plan.


The assignment is expected to take approximately 4 calendarmonths.


The WaSH PMU n ow invites eligible consulting firms (“Consultants”), includingnon-governmental organizations (NGOs), to form partnersh ips with a DDA selected by the Consultant and to indicate their interestin providing the Services. Interested Consultants should pr ovide information demonstrating that they have the requiredqualifications and relevant experience to perform the Services.

The shortlisting criteria are asfollows:


For the consulting firm:

  • Experience of implement ing and/or managing WaSH programmeportfolios in PNG;
  • Demonstrable previous or existing partnerships with district authorit ies and/or other serviceproviders, with examples of capacity building and sector strengthening initiatives;
  • Human resource capacity in the WaSHsector (submissions should include a brief organizational capacity profile of the Consulting Firm).

Forthe partner DDA:

  • Evidence of partnership, in the form of a confirmation letter from the DDA;
  • Confirmation theDDA is willing to provide office space to the Consultant and dedicated staff member(s) to support the planning process;
  • Previous, current and anticipated expenditure on WaSH by the DDA (submissions should includedetails);
  • Evidence of the DDAs commitment to improving WaSH services and linkages to Provincial Development Priorities (inccluding WaSH in District details);
  • EvidePlans, existing WaSH partnershipactivities);



Up to four (4) Consultin to carry out the provision of services in up to four(4) pilot districts.


The attention of interested Consultants is drawn to paragraph 1.9 of the WorldBank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and ID A Credits & Grants by World BankBorrowers, January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policyon conflict of interest.   


Consultants may associate with oth er firms in the form of a jointventure or a sub-consultancy to enhance their qualifications.



Consul tants will be selected inaccordance with the Selection based on Consultants Qualifications (CQS) method set out in the Consultant Guidelines.
