1. The Royal Government of Cambodia (RGC) has obtained finnanc overng from the National Development Association IDA) towards the cost of the South East Asia Disaster Risk Management Projectfor r ilitation and upgrade of Rural Roads in six Provinces in Cambodia. The Ministry of Rural Development is the implementingagency for component 1 and 3 of the Cambodia Disaster Risk Management Project (DRMP) and intends to apply part of the proceeds topayments for goods, works, related services and consulting services to be procured under this project. The Project DevelopmentObjective (PDO) fo r the Southeast Asia DRM program is to reduce the impacts of natural hazards – in Cambodia this willentail improving climate resilient rural road connectivity in selected provinces

2.The NPC will be based in ProjectManagement Unit, Ministry of Rural Development and responsible for providing procurement professional assistance to PMU of DRMP toimplement, coordinate, and monitor p roject procurement activities under the project in accordance with the agreed and applicableprocurement procedures, guidelines, and the financing agreement for the project. In doing so, he/she must work in closeconsultation and cooperation with PMU staff, consul tants, and all concerned entities of DRMP. The NPC will work under thesupervision and guidance of the head of procurement unit of M RD and report to the project director.

3. Minimum KeyQualifications:

.  Bachelor degree in Civil Engineering, or o ther relevant field.

. At least 5 years ofprocurement experience in carrying out public procurement of goods, works and  consultant services.

. Have demonstratedprofessional experience with  donor financed projects in the areas of procureme nt management. Experience with procurementunder the World Bank–financed projects is given a preference.

. Familiarity w ith World Bank Procurement Procedures,Policy and Guidelines for Consultants’ Services, Goods and Civil Works.

.  F amiliarity with RGC’s SOP,Procurement Manual and Standard Bidding Documents for Externally financed Projects will be an advan tage.

. Fluency inwritten and spoken English and Khmer.

. Comprehensive computer skills with minimum in use of Microsof t Office.

4.Contract Duration: The National Procurement Consultant is contracted for 30 months over 42 months from the contra ct startdate. 

5. The Ministry of Rural Development invites expressions of interest from qualified and experienced candi datesto undertake the above mentioned services which are further detailed in the Terms of Reference for the assignments. The Nation alProcurement Consultant will be selected in accordance with the World Bank’s Consultant Guidelines: Selection and Employmentof Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers dated January 2011, revised July 2014.

6.In submitting their expressions of interest, Candidates must provide their updated curriculum vitaes, indicating professionalskills, academic qualifications, and experience in similar assignments, along with the names of at least three (3) referees with conntact skillsnformation (e-mail address, telephone or fax numbers).

7. Interested candidates can request for the detailedTerms of Re e (in English) for the assignment from the address below during office hours from 8:00 to 12:00 and from 13:30 to 17:30hours, Monda y through Friday, except the government public holidays.
