  1. This Request for Expressions of Interest follows the General Procurement Notice for this project that appeared indgMarket online 26th July 2011 and published Issue no 804, 16th August 2011 and re-advertised 30th March 2015.
  2. TheGovernment of the Republic of Vanuatu (GoV) is currently implementing the Vanuatu Aviation Investment Project (VAIP), supported bythe World Bank. Th e project’s implementing Entity is Ministry of Infrastructure and Public Utilities (MIPU), with projectimplementation support from the Technical and Fiduciary Services Unit (TFSU) of the Pacific Aviation Investment Program(PAIP).VAIP now intends to apply p art of the proceeds to payments for the Contract – Consulting Services–Training Needs Analysis Consultancy.rong>
  3. The PAIP Program is a regional aviation project with thedevelopment objective to provide safe and secure air transpo rt operations and environmentally sustainable and efficient airportsand is being implemented in five (5) Pacific Island countries: Tonga, Tuvalu, Kiribati, Samoa and Vanuatu.
  4. VAIP now seeksa Training Needs Analysis Consultancy to contri bute to the training and capacity building of AVL and CAAVpersonnel in the delivery of their work activities and responsibilities.< /li>

The assignment is expected to requiretwo person months over a five (5) month period starting on or around June/July 2017. A lump-s um contract will be signed on thebasis of an agreed unit rate for the services and associated disbursement costs relating to the tr avel toVanuatu.

  1. VAIP now invites interested and eligible persons to provide their Expression of Intere stconsisting of a i) Curriculum Vitae, ii) list of 3 references with relevant contract details an diii) a Statement addressing the Selection Criteria contained within the TOR, demonstrating that they possess therelevant qualifications and experience to perform the services. The consultant will have but not limitedto:
  • Minimum of 8 years’ experience in a training or QA role within the aviation environment
  • Demonstrated exp to:
  • working within the Pacific Island context;
  • Previous experience in thedevelopment of training nee aviation regulatory and service providers;
  • Demonstrated understanding of Civil Aviation rulesand the needs related to obta ining compliance

Qualified and suitable candidates may be interviewed prior tonegotiating a Contract.

  1. A firm is eligible to nominate an individual – however, note that onlythe experience and qualifications of the no minated individual shall be used in the selection process, and that (their) corporateexperience shall not be taken into account. Th e firm, if proposing an individual must specify whether the contract would be signedwith the firm or the proposed individual.
  2. The attention of interested Consultants is drawn to paragraph 1.9 of the WorldBank’s Guidelines: Selection and Employ ment of Consultants by World Bank Borrowers (January 2011 edition), settingforth the World Bank’s policy on conflict of interest.
