Tenders are invited for Consultant Services for Capacity Building for ABS and Nagoya Protocol Implementation (Ref. 1-170502) Scope of Work :- The IC/2 will be responsible, together with the International Consultant on Policy Development for ABS and Nagoya Protocol Implementation (IC/1), for providing technical advisory services to project implementation, contributing relevant international benchmarking expertise, research, and sections required on aspects related to legislative and administrative best practices, ABS and the Nagoya Protocol (ABS/NP; including elements on bio-prospecting and traditional knowledge). He/she will work closely with UNDP and government specialists and other key stakeholders at the country level as well as with the UNDP-GEF regional staff providing technical support to this project. Under the above overall responsibilities and with support from the project team, the National Steering Committee, and under supervision of the UNDP Country Office (UNDP CO) and the Project Management Unit (PMU) of the Ministry of Natural Resources and Environment (MONRE), the tasks of the IC/2 will to include, but may not be limited to: Act as the technical gatekeeper to coach all capacity buidling and awareness raising related activities of the project. Play leading roles in the development of ABS communication and outreach program with support of the national experts/consultants, technical supervision to the national experts/consultants, quality assurance of the communication and capacity buidling products produced under the project support to ensure they take into account relevant international lessons learnt/best practices and are in line with guidance and requirements of the Nagoya Protocol. Provide technical guidance to project implementation, including facilitating the preparation of guidelines, manuals, circulars, and other tools and protocols for establishing a functional certification/licensing and administrative system for ABS. Provide international experience and expertise to support the ABS partnership building process. Conduct training of key agencies when requested, including government, research, private sector institutions, at the national level, and produce training materials on aspects of ABS permitting and monitoring, including contract negotiation and agreements, cultural community protocols, benefit sharing agreements, regulation of ABS and TK, financial instruments for channeling revenues for conservation. Provide technical guidance to project implementation, including to the design and development of project interventions at provincial, districts and communal levels; and development of pilot agreements for enabling equitable sharing between users and providers.
