RESETTLEMENT ACTION PLAN AUDIT
RFP: PA/MCA-MW/MCC/IDA/SER/095/2017

The United States of America, acting through the Millennium Challenge Corporation (“MCC”) and the Government of Malawi (the “Government”) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Malawi (the “Compact”) in the amount of approximately 350,700,000 USD (“MCC Funding”). The Government, acting through Millennium Challenge Account-Malawi (“MCA-Malawi”), intends to apply a portion of the MCC Funding to eligible payments under a contract for which this Request for Proposals (“RFP”) is issued. Any payments made by the MCA-Malawi under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC Funding. No party other than the Government and the MCA-Malawi shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding. The Compact and its related documents can be found on the MCC website (www.mcc.gov) and on the website of the MCA-Malawi.
The Compact program includes rehabilitation, upgrading and addition of generation, transmission and distribution assets to improve system reliability, stability and expansion designed to assist Malawi to reduce poverty through economic growth by focusing on the improved efficiency of the power sector. The Power Sector Reform Project (PSRP) complements the Infrastructure Development Project by providing technical assistance and capacity building to support the GoM policy reform agenda and strengthen pivotal sector institutions, including the Electricity Supply Corporation of Malawi (ESCOM), the Malawi Energy Regulatory Authority (MERA) and the Ministry of Natural Resources Energy and Mining (MNREM).
This RFP follows the General Procurement Notice that appeared in dgMarket and on UNDB Online on on February 13, 2017.
The MCA-Malawi now invites proposals from legally constituted consulting firms to provide the consultant services referenced above (“Proposals”). More details on these consultant services are provided in the Terms of Reference.
This RFP is open to all eligible entities (“Consultants”) who wish to respond. Subject to restrictions noted in the RFP, consultants may associate with other consultants to enhance their capacity to successfully carry out the assignment.
A Consultant will be selected under the QCBS Method, the evaluation procedure for which is described in sections of the RFP in accordance with “MCC Program Procurement Guidelines” which are provided on the MCC website (www.mcc.gov/ppg). The selection process, as described, will include a review and verification of qualifications and past performance, including a reference check, prior to the contract award.

Please note that a Pre-Proposal Conference will be held as described in the Proposal Data Sheet (“PDS”), Section II of this RFP. Before the Pre-Proposal meeting all prospective consultants are requested to meet at the Procurement Agent (PA) Office, Kang’ombe House, City Center, at 9.00 a.m. on May 19, 2017. From this point an inspection of the offices where the records to be audited are kept will be organized for those interested consultants. The Pre-Proposal Conference will take place immediately after this visit upon return to the PA’s Office. There are details associated with the state of records associated with the base period of the consultancy that we have described as well as possible in this RFP, but that may still require additional insight in order to fully understand the state of the records that will need to be reviewed. Attendance, while not mandatory, is thus strongly advised for all prospective Consultants or their representatives.

Proposals must be delivered to the address and in the manner specified in the PDS ITC 17.5, no later than June 12, 2017 at 15:00 hours local time in Malawi.
Consultants should be aware that distance and customs formalities may require longer than expected delivery time. Late Proposals will not be accepted under any circumstances and will be returned unopened at the written request and cost of the Consultant.
Please note that electronic Proposals shall not be accepted.
