Development of Matching Grants Web-portal/ITsystem

The Government of Georgia hassecured support from the International Bank for Reconstruct ion and Development (IBRD) (hereinafter ‘the Bank’) for aNational Innovation Ecosystem (GENIE) Project in the amount of 40 million US dollars. The main objective of theproject is to increase innovative activities of the micro, small, and medium-sized enterprises (MSMEs) and individuals in Georgiaand their participation in the digital economy.

The Project w ill enhance Georgia’s national innovation ecosystemthrough an integrated approach across three components, p lus project implementationsupport.

Component 1: Innovation Infrastructure. The component will: (a) develop a network of RegionalInnovation Hubs (RIHs) and Innovation Centers (ICs) in selected cities, towns and villages (b) design a Broadba nd-for-Development(BfD) program to increase use of broadband internet services and advanced information technology by eligible hous eholds andeligible MSMEs, with a focus on rural areas, inter alia, by providing BfD Payments and related training.

Component 2: Innovation Services. This component will deliver services, many in coordination with the ICs and RIHs, tailored to Project beneficiaries at various stages/levels of the innovation ecosystem. The component will carry out outreach andcommunication activities, and provide training and technical assistance in support of: (a) building the innovation community, and orrg conizing and carrying out innovation competitions; (b) carrying out periodic skills needs assessments of firms and developingdigita economy skills of individuals; and (c) developing the innovation capacity of individuals and firms.

Component3: Innov ation Financing. This component supports the: (a) provision of matching grants, selection of eligible MSMEs forreceipt of matching grants, and supervision of matching grants; (b) provision of technical assistance to eligible MSMEs to prepareand implemen t sub-projects (with the matching grants); and (c) provision of technical assistance to stimulate alternative forms ofinnovation fi nancing and investment in the digital economy.

Georgia’s Innovation & Technology Agency(GITA) unde r the Ministry of Economy and Sustainable Development of Georgia (MoESD). GITA is responsible for all projectimplementation. It wil l coordinate the gathering and processing of the results of monitoring, reporting, fiduciary functions, andsafeguard procedures in close cooperation with relevant institutions participating in the project.

The purpose of the presentconsulting services (&ld quo;the Services”) is to create a Web-portal for Grants or contest launched by the Agency. Thisimplies that the Web-portal sh ould be flexible for adding different types of grants and contests implying the creation ofdifferent forms for announcement, applic ation and logic for evaluation.

The Web-portal should enable the full automatizationof Matching Grants project that includes, but is not limited to:

  • Making a call
  • Receivingapplications
  • Evaluation of submitted applications
  • Identification of the awardees(beneficiaries)
  • Monitoring the implementation process of awarded projects
  • Publ ishing the data for Publicaudience
  • Creation of online database for Angel investors
  • Creation of new forms, user ro les and systemcatalogues

In order to match above requirements the system should have the following main functionalities:

  • Possibility to create different user roles (both administrative and users with different accesspermissions)
  • Possibility to register as user according to different roles (both administrative and users with different acccess permissions)
  • permissions)
  • Possibility to create different grant calls
  • Possibility toreceive applications for different gra ibility to send and receive notifications to/from different users
  • Possibility toupload/download documents with pre-defined size and extension
  • Possibility to manage content ingeneral
  • Possibility to generate different reports
  • Po ssibility to connect to different systems that might berequired for checking provided data

The system should be built i n accordance to standards that ensure

  • thereliable data exchange between client and server
  • secure and optimized database structure
  • confidentiality andintegrity of the data flown in the system
  • user friendly and intuitive inte rface for any role in thesystem

The Service includes both the creation of interface design and the system for the Web-p ortal, supporting thesystem for 1 year period after its official launch. In frames of Service the following is also included:

  • Stablefunctioning system
  • Hand-over of Source Code of the system
  • Hand-over of System Documentation
  • Hand-overof User Manuals
  • Training of Trainers

Additional Requirements:

  • System should support mult ilingualinterface, initially Georgian and English language
  • Passwords and sensitive data must be stored encrypted in the database
  • Web-portal must be compatible for use on different devices and browsers.

Expected duration of theServices is 6 months plus 1 year period system supporting/maintenance services, within this time period the system creation can be ssplit Servicnto stages.

Estimated budget of the assignment is: $50, 000

Georgia’s Innovation &Technology Age ITA) now invites eligible consulting firms ("Consultants") to indicate their interest inproviding the Services. Interested Consultants should provide information demonstrating that they have the required qualificationsand relevant experience t o perform the Services. The shortlisting criteria are:

  • Experience of creating systems withsimilar complexity and scale, involving different roles and multiple processes within the last 7 years (i.e. since January2010);
  • General experience of consultant



Note: the GITA reserves it’sright to verify submitted references and use obtained information for evaluation purposes.


Theattention of interested Consultants is drawn to pa ragraph 1.9 of the World Bank's Guidelines: Selection andEmployment of Consultants under IBRD Loans and IDA Credits &a mp; Grants by World Bank Borrowers,  January 2011, revised July 2014 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict ofinterest.


Consultants may associate with other firms. (Please ta ke into account that form of associationacceptable for the World Bank is either sub-consultancy or Joint-Venture and submission mus t clearly indicate the nature of theassociation. The experience of sub-consultants will not be taken into account while evaluating the corporate experience of theconsultant).

Experience in the projects relevant to the assignment should be submitted in the Form No: 1attached.

A Consultant will be selected in accordance with the Consultants’ Qualifications S election (CQS) method setout in Section III of the Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants byWorld Bank Borrowers,  January 2011, revised July 2014.
