REQUEST FOR EXPRESSIONS OF INTEREST

Assignment title: Improvement ofpropertyregistration and valuation services and state-guaranteed legal aid

Reference No.(as per ProcurementPlan): KZJSISP/QCBS-03

The Republic of Kazakhstan hasreceived financing from the World Bank toward the cost of a Justice Sector Institutional Strengthening Project (JSISP), and intendsto apply part of the proceeds for consulting services. The objective of this project is to increase efficiency, transparency andaccess to the selected state services in the justice sector. Consulting services (the "Services") include assistance in thestrengthening of the justice sector through improvement of the Ministry of Justice's service quality and responsiveness on theissues of state registration, access to legal aid and regulation of valuation activity.

The objective of the assignment is to provide technical assistance to the Ministryof Justice in order to achieve JSISP development objective indicators on the issues of state registration, access to legal aid andregulation of valuation activity through (i) improvement ofservice quality of the real estate right registration; (ii)strengthening and modernisation of legal and institutional basis of the real estate right registration in Kazakhstan; (iii)increasing the legal literacy of the population, including on the issues of provision of legal aid; (iv) strengthening andmodernisation of legal and institutional basis of provision of legal aid in Kazakhstan; and (v) strengthening and modernisation oflegal and institutional basis of provision of valuation activity.

Services on the assignment are expected to improve the quality of thefollowing: (a) improving the real estate rights registration service quality and efficiency ; (b) improve the knowledge by eligiblevulnerable groups of laws on provision of legal aid by state bodies andorganizations; (c) improve valuation activities inKazakhstan; (d) benchmarking of international good practices (and the cost thereof, to enable assessment ofthe budgetary implications ofthe proposals for change); (e) drafting amendments to the law and regulations related to stateregistration, access to legal aid and regulation of valuation activity, to enable quality of services and reporting on the workperformed along with a fiscal impact assessment (i.e. how much it will cost to implement the suggestions and amendments, ifenacted).

Expected outcomes:

1)      Achieving of JSISP development objective indicators in the area of the real estateright registration by improving the service quality and efficiency;

2)      Achieving of JSISP development objective indicators in the area of provisionof legalaid, e.g. increasing the knowledge of laws by eligible vulnerable groups through legal outreach and improvement of informationtools;

3)      Achieving of JSISP development objective indicators on the issues of the valuationactivities, e.g. satisfaction of citizens/users with draft provisions of the new legislation on valuationactivities;

4)      Drafting amendments to the law and regulations related to state registration, accessto legal aid and regulation of valuation activity taking intoaccount international good practices and lessons learned inKazakhstan;

5)      Provision by the Ministry of Justice of a quarterly report published on the officialwebsite starting from the quarter when the contract was signed. The report should contain progress in achieving the objectives andresults of this contract.

Expected duration of the Assignmentis 12 (twelve)months.

The Ministry of Justice of the Republic of Kazakhstan now invites eligibleconsulting firms (the "Consultant") to indicate their interest in providing the Services. Consultant should provideinformation, demonstrating that they have the required qualifications and relevantexperience to perform the Services (brochure, description of similar assignments, experience in equivalent activities, staff relevant skills etc.).

The shortlisting criteria are:

1)      at least 5 (five) years of providing consulting services, including preferably inthe area of valuation, registration service, legal aid;

2)      experience in similar assignments in OECD countries and/or in the countries of theEuropean Union;

3)      presence of a team of experts who meet or exceed the qualification requirements, skills and experience specified in the terms of reference;

4)      high reputation to provide high-quality services in a timely manner or internationalrenown; confirmation by recognized ratings or an independent appraisal is preferable;

5)      work experience of participation in implementing similar projects of internationaldonor organizations;

6)      knowledge of specific legislation of the region's and CIS countries' ispreferable.

The attention of interested Consultants is drawn to paragraph 1.9 of the WorldBank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits& Grants by World Bank Borrowers(January 2011, revised July 2014) ("Consultant Guidelines"), setting forth the World Bank's policy on conflict ofinterest.

Consultants may associate with other firms in the form of a joint venture or asubconsultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Quality and Cost-Basedselection (QCBS) method set out in Consultant Guidelines.
