Tenders are invited for Richmond City Justice Center Medical Services Program Purpose The purpose of this Request for Proposals is to solicit proposals to establish a contract through competitive negotiation for the purchase of comprehensive medical services specified herein to be provided at the Richmond City Justice Center, located at 1701 Fairfield Way in Richmond, Virginia Scope of Services. 2.1.1 General. A. The Contractor shall provide medical care services and appropriate health care to Inmates in accordance with standards of care and any other standards established by the American Correctional Association ( ACA ), the National Commission on Correctional Health Care ( NCCHC ) for health services in jails, the Virginia Department of Corrections Standards ( VDOC ), Virginia Law Enforcement Professional Standards of Commission ( VLEPSC ), Prison Rape Elimination Act ( PREA ), and all applicable federal and Virginia statutes and regulations. The Contractor shall provide such medical and health care services using only licensed, registered, certified and professionally trained health care personnel. B. The Contractor shall provide medical services and appropriate health care to Inmates in a cost-effective manner utilizing a managed care model in compliance with all established standards. C. The Contractor shall provide medical services including screenings, assessments, physical examinations, diagnostic testing, preventive services, and after care considered appropriate, in terms of type, amount, frequency, level, setting and duration appropriate to the patient%s diagnosis or condition. The Contractor shall provide medical care consistent with generally accepted practice parameters in the Commonwealth of Virginia as recognized by health care providers in the same or similar general specialty as those who typically treat or manage the diagnosis or condition, help restore or maintain the patient%s health, prevent the deterioration or palliate the patient%s condition, prevent the reasonably likely onset of a health problem, or detect an incipient problem. The Contractor shall arrange and coordinate any necessary off-site medical care for Inmates as defined herein. D. The Contractor shall provide continuing education classes for the Contractors employees. The Contractor shall provide training classes for the Sheriffs Offices employees on topics including, but not limited to, contagious diseases, mental health symptoms which would require immediate notification of medical personnel), and in accordance with a curriculum developed in conjunction with the Contractor and the Sheriffs Office. The Contractor shall provide health education for Inmates in accordance with a schedule developed in conjunction with the Contractor and the Sheriffs Office. The Contractor shall provide all records related to such trainings to the Sheriffs Offices training department. The Contractor shall maintain all regular medical operations without interruptio
