CONSULTANCY SERVICES TO UNDERTAKE KENYA NATIONAL PETROLEUM MASTER PLAN 

REQUEST FOR EXPRESSIONS OF INTE REST

  1. The Government of Kenya (GoK) has received financing fromthe World Bank’s International Development Assistance (IDA) towards the cost of the Kenya Petroleum Technical AssistanceProject (KEPTAP) whose overall objective is to strengthen the capacity of the Gove rnment of Kenya to manage its petroleum sectorand wealth for sustainable development. It is intended that part of the proceeds of t his credit be applied to eligible paymentsunder the contracts for provision of consultancy services to develop a National Petroleum Master for Kenya. The consultancy willrun for a period of 9 months.
  2. Objective

The Consultanc y develop the Kenya NationalPetroleum Master Plan (KNPMP). The Master Plan will focus on the Crude oil value chain , Natural Gas value chain andRefined Products value chain.

 

  1. The scope of the assignment will includ e but not limitedto:-
  1. Review and study the existing literature including the constitutional references, existing anddraft policies, laws and regulations including the Energy Bill and Energy Policy, environmental laws, draft local conte nt laws,Vision 2030, Pwc study report and its gaps identified by NPMP technical committee and its recommendations among others
  2. Formulate a Vision for the development of  oil and gas sector as well as the formulation of  a competitive strategyfor upstream, midstream and downstream value chains in consideration of international & regional aspects
  3. Provide a detaa fled description of the policy and investment decisions the GoK would have to take for the development of its petroleum sector,the rder and timing of these decisions (hierarchy), and the criteria to apply when making these decisions.
  4. Support thedraft of policy positions regarding the decisions that the GoK would like to make in both political and technicalcontext.
  5. Prepare the priority of additional studies and research needs, the timing of these studies and a detaileddescription of the scope to be add ressed by these studies.
  6. Develop a Risk analysis matrix with mitigation measures andoffer guidelines and tools on identifi cation, assessment and management of Oil and Gas sector risks
  7. Develop Monitoringand Evaluation Tools which include necessa ry milestones and review mechanisms.
  8. Provide on-the-job Training: on petroleummaster planning to the seconded staff which will ensure continuity and sustainability of the planning. And Develop anImplementation Framework for capacity building on applicat ion of the KNPMP.
  1. The Ministry of Energy and Petroleum(MoEP) (Client) through the Project Management Unit (PMU) n ow invites Eligible Consulting Firms(“Consultants”) to indicate their interest in providing the Servic es. Interested Consultants should provideinformation demonstrating that they have the required qualifications and relevant experien ce to perform the Services. Theshortlisting criteria are: The consultant must demonstrate fifteen (15) years’ experience of d eveloping Oil and or Gasmaster plans, the consultant to provide at least 3 Oil or Gas Master plans for government(s) undertaken in the last 10 years withat least two Petroleum (Oil and or Gas) Master Plans in Africa and include the country (ies), Names or organi zation and addressesof clients and their signed testimonials, Demonstrate proven experience in similar environment preferably in Af rica.
  2. Theattention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment ofConsultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. Prior engagement on development of the“Roadmap towards a Petroleum Sector Master Plan for Kenya” will form the basis of the new assignment and will require vaalida &ldquion. Consultant(s) who have undertaken this previous assignment will not qualify to undertake or participate in thisassignment
  3. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance theirqualifications.
  4. A Consultant will be selected in accordance with the Quality & Cost-Based Selection (QCBS) method setout in the Consu ltant Guidelines.
