   Eligible Bidders

1. This bid is open to primary manufacturers, authorized agents and authorized resellers.

2. A bidder and all parties constituting the bidder may hold any nationality.

3. Specifically for the pharmaceutical context of this bid it is open to the following categories of products:

3.1. Products which are WHO pre-qualified or ERP recommended; or
3.2. Products which are in compliance with the ICH regulatory standards with authorization to market the products in the ICH/Stringent Regulatory Agency countries and not just for export only; or;
3.3. Products which are in compliance with National Regulatory Standards of the country of manufacture.
3.4 However, UNFPA’s analysis will give preference to SRA approved or WHO PQ/ERP approved products.

4 A Bidder shall not have a conflict of interest. All Bidders found to have a conflict of interest shall be disqualified. Bidders may be considered to have a conflict of interest with one or more parties in the bidding process, if they:
4.1 Are or have been associated in the past, with a firm or any of its affiliates that have been engaged by UNFPA to provide consulting services for the preparation of the design, specifications, and other documents to be used for the procurement of the goods under these bidding documents; or
4.2 A Bidder that is under a declaration of ineligibility by UNFPA in accordance with Instructions to Bidders Clause 2 at the date of contract award shall be disqualified.
5 Bidders shall not be eligible to submit a bid if at the time of bid submission:
5.1 Listed as suspended or removed by the United Nations Procurement Division (UNPD);
5.2 Declared ineligible by other organizations of the United Nations through the disclosure of the ineligibility or listing as suspended on United Nations Global Marketplace (UNGM) as a result of having committed fraudulent activities;
5.3 Included on the UN 1267 list issued by the Security Council resolution 1267 that establishes a sanctions regime to cover individuals and entities associated with Al-Qaida and/or the Taliban;
5.4 Debarred by the World Bank Group in accordance with the WB Listing of Ineligible Firms & Individuals and the WB Corporate Procurement Listing of Non-Responsible Vendors

The goods and related services to be procured are: medical items, and pharmaceuticals (as per specifications provided under section II of this document) for UNFPA’s partnership with the Government of Angola in relation to the Municipal Health Services Strengthening Project.

Eligible Goods and Related Services
1 All the goods and related services to be supplied under the contract may have their origin in any country.

2 For purposes of this Clause, the term “origin” means the country where the goods have been produced, manufactured or processed; or, through manufacture, processing, or assembly, another commercially recognized article results, that differ substantially in its basic characteristics from its components.

Validity of Bid

The prices of the bid shall be valid for 90 days depending on the type of good/commodity after the closing date of bid submission as specified by UNFPA. A bid valid for a shorter period shall be rejected by UNFPA on the grounds that it is non-responsive.
