The Coast Guard Civil Engineering Unit in Oakland CA announces the pre-solicitation for the Point Loma Lighthouse Major Maintenance & Repair in San Diego, California, solicitation number HSCG88-17-R-PQQ091. This notice is posted in accordance with FAR Part 5.203 and FAR Part 36.213-2.

The project requires the Contractor to provide all management, labor, tools, equipment, transportation, materials, expertise, and supervision necessary to perform the work in accordance the specifications and drawings which will be included with the solicitation package. The effort will consist of the following: (1) LIGHT HOUSE TOWER REPAIR: remove all lead paint and rust from the entire interior and exterior structure including; foundation disks, skeletal structure, tower cylinder, windows, stairs and landings, architrave, galleries, railings, ladders, watch room and lantern room. Replace southwest foundation upper and lower disk castings. Replace rust jacked steel cylinder plates at the top of the stairs at the watch room level. Replace exterior deck plates at the north watch room gallery. Replace support brackets and architrave beam on the north section below the watch room gallery deck. Replace watch room gallery railing and parapet ladder. Remove and restore all watch room cornice plates and ventilation channels to lantern room. Replace severely damaged cornice plates and bird screening. Replace cracked floor plates and stiffener flange at lantern room gallery. Replace lantern gallery railing. Remove existing parapet door and tower entry door. Repair and lubricate hinges and latches. Replace hinge pins and gasket seals. Fill all pitted and damaged metal on doors, jambs and sills with epoxy-based composite, prime, paint and re-install. Repair existing wood tower windows including; removing all paint, caulk and dry rot areas from wood sash, frame and sills. Repair all existing interior and exterior ferrous metalwork
including; removing all paint, rust and scale, pre-prime to control chloride contamination, patch pitted and damaged areas with epoxy-based composite, prime and re-paint.
(2) LANTERN ROOM RESTORATION: Restore Lantern Posts, Rafters, Purlins, Tie Rods, Crown, Zinc Lining, tin Cone: Remove all paint and repair all interior metalwork in lantern room. Restore Sash Bars, Handles & Glazing: Remove all paint from
non-ferrous sash bar assembly. Replace glazing. Restore Cornice, Architrave & Roof: Replace cornice castings and roof sheeting. Restore vent ball and replace missing bird screening. Restore Lantern Floor Lights: Replace missing floor prism lights. Restore Stair Handrail & Guardrail: Provide missing handrail and guardrail


The magnitude of construction is between $1,000,000 and $5,000,000. The place of performance for this project is located on Point Loma Station, San Diego CA


The contract for this project will be awarded using procedures in FAR 15 - Contracting by Negotiations (no public bid opening). The Construction period will be 180 days from notice to proceed. Hard copies of the solicitation will not be provided; the entire solicitation, including the specifications and drawings, will be made available only on the Federal Business Opportunities (FedBizOpps) Web Site at http://www.fedbizopps.gov/. Potential offerors are responsible for monitoring this site for amendments to this synopsis and any other pertinent information and for downloading their own copy of the solicitation package and drawings. The solicitation date is approximately 6 March 2017.


The solicitation will be a Request for Proposal (RFP) for a firm-fixed price contract. Award will be based on best value to the government. The solicitation will state the exact terms for the award decision. The Government intends to execute a 100% Small Business set-aside based on market research indicating the expectation of two or more offers from small business concerns. The NAICS code for this requirement is 238190 with a size standard of $15M. Potential offerors MUST register at http://www.fedbizopps.gov/ in order to receive notification and /or changes to the solicitation. All contractors MUST be registered in the System for Award Management (SAM) database or their proposal will not be considered. Contractors can obtain further information on SAM registration at web site https://www.sam.gov/portal/public/SAM/#1. The Davis Bacon Act (40 U.S.C. 3141 et seq.) applies to this solicitation. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION, EITHER BEFORE OR AFTER THE CLOSING DATE FOR THE RECEIPT OF PROPOSALS. IN THE EVENT THE GOVERNMENT CANCELS THIS SOLICITATION, THE GOVERNMENT HAS NO OBLIGATION TO REIMBURSE AN OFFEROR FOR ANY COSTS.
