3.The name of the successful consultant and the price, duration and summary scope of thecontract.

The name of the successful consultant is Guizhou University(China).

The finalnegotiated price is RMB 2, 729, 400.00, inclusive of local indirect taxes.

The duration ofthe contract is 12 months

The summary scope of the contract is summarized below: Design a maintenance pilot program that addresses the following keyissues:

a)MaintenancePractices. Based on a review of current maintenance practices, needs and budgets, the Consultant will analyze options includingroad maintenance groups, maintenance contractors, maintenance yards (with related options for ownership/operation and work scope), performance-based contracting, and staff training.

b) OverloadingControl. Based on traffic surveys and a review of overloading sources and control mechanisms, the Consultant will analyze optionsincluding mobile weighing equipment, road sensors/cameras, fixed overloading control stations, and changes to overloading fines.

c) Monitoringand Surveying. Based on areview of data requirements and current collection techniques, the Consultant will analyze optionsincluding alternative data collection options, road condition surveying equipment, road inventory surveying tools, and mobile- andweb-based inspection technologies.

d) MaintenanceImplementation Funding. Based on an analysis of existing maintenance funding levels, sources and expenditure, the Consultant willassess options including alternative funding sources, leveraging increased funding through project support, and improvingefficiency of funding use.

e)PavementMaintenance Materials. Basedon a review of current pavement maintenance materials and applicationtechniques, the Consultant willassess options including alternative materials and application techniques and the need for a rural roads materials supplystation.
