The Government of the Kyrgyz Republichas received financing in the amount of US$ 12 million equivalent from the International Development Association (IDA) toward thecost of the Third Village Investment Project, and it intends to apply part of the proceeds to payments for goods and consultingservices to be procured under this project.


The project will include the followingcomponents:


Component 1. Building capacity of LSGand communities:

The main purpose of the component is to strengthen thecapacity of the three main target groups ofthe project: heads and staff of aiyl okmotu, deputies of aiyl kenesh and members of the community. Under this component, localcommunities and local governments willbe provided with support in effective management and planning, interaction between the localself-government bodies and the population in decision-making at the local level. Participation of community members in thebudgeting process will be one of the main requirements. Publicity and transparency of the aiyl okmotu's budget will be an importantaspect of the project implementation. Trainings will be held to improveskills and knowledge of the local authorities and thecommunity members. Trainings will be conducted at all levels, from the aiyl aimaks and up to the national level. Trainings will beconducted by clusters, if necessary, and will be delivered by the ARIS staff as well as contractedconsultants.


Component 2. VillageInvestments:

This component aims toimprove villagers' access to social and economic infrastructure by providing grants to competitively selected ruralcommunities tothis effect. The VIP-3 is particular in terms that thecommunities will engage in participatory planning of local area development, and the project design includes participatory activities involving communities and local self-government bodies. Aiyl okmotu andcommunity members will play the decisive role in the process.

2.1        Grants for subprojectswillconstitute 80% of the total amount of VIP-3 investment grants  forcommunities;

2.2         Small grants for microprojects will be 20% of the total amount of VIP-3 investment grants  for communities;


Component 3. ProjectManagement:

Thiscomponent will finance additional costs of the Executive Agency related to project management, including coordination and oversightof implementation of activities, financial management, annual audit, and monitoring and evaluation. Responsibilities foradministration and coordination of project activities will be assigned to project management team formed within the ExecutiveAgency. The project will coordinate activities of construction, design and other organizations in the course of projectimplementation, manage regional offices of ARIS in oblasts. Under this component, the project will facilitate coordination betweenaiyl okmotu and other stakeholders. Project management will be based on the ARIS management information system (MIS).


Procurement of contracts financed by the World Bank will beconducted through the procedures as specified in the World Bank's "Guidelines: Procurement of Goods, Works and Non-consultingservices under International Bankfor Reconstruction and Development (IBRD) Loans and International Development Association (IDA)Credits and Grants by World bank Borrowers, " dated January 2011 (revised July 2014); "Guidelines: Selection and Employment ofConsultants under IBRD loans and IDA Credits and Grants by World Bank Borrowers, " dated January 2011 (revised July 2014); and theprovisions of the legal agreement.


Specific procurement notices for contracts to be bid under theWorld Bank's international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, asthey become available, in, and and  in local newspapers.
