Kyrgyz Republic

"Sustainable RuralWater Supply and Sanitation Development Project (SRWSSDP)" Sector:Infrastructure  and Energy

The   Kyrgyz Republic has applied for  financing in the amount of US$ [23, 5million] equivalent from the International Development Association (IDA) toward the cost of the "Sustainable Rural Water Supply andSanitation Development Project (SRWSSDP)"  , and it intendsto apply part of the proceeds to payments for goods, works, related services and consulting services to be procured underthisproject.


The SRWSSDP has beenstructured in four components.  A summary of activities to befinanced under each Component is provided below.


Component A: Water Supply Infrastructure and EquipmentInvestments: This component will address the needs for rehabilitation of existing and/or constructionof new water supply systems in target project areas, which will benefit more than 100, 000 people. The component will finance goods, works and services and also cover structural and electrical / mechanical equipment for water production (boreholes, well fields, water intakes, etc., treatment and pumping where required), supply and distribution (networks, storage systems, water meters, etc.)to the target areas.

Component B: Sanitation Development: Thiscomponent will finance goods, works and services aimed at supporting sanitation improvements at both local and national levels. Thecomponent will include retrofitting of existing sanitary facilities in schools and, potentially, other community facilities (suchas hospitals). Component 2 will also finance a range ofother, both national and local investments aimed at assisting sanitationdevelopment. This will include the development of standard designsfor rural household latrines and septic tanks. This activity, along with training programs, will facilitate private investments in individual household sanitary facilities. Through thiscomponent, the project will aim to assist Ayil Okmotus in introducing systems for safe removal and disinfection/disposal of wastesfrom septic tanks, including financial mechanisms and permitting. The component will also provide support in developing andimplementing communication strategies and WASH training campaigns to promote improved sanitation and hygiene practices, includingwater quality/safe disinfection and menstrual hygiene materials. Training programs in sanitation and hygiene will be introducedthrough the school education system to facilitate knowledge improvement, attitude and practices in this project implementationarea.

Component C: Institutional Strengthening:Component 3willfinance goods and services aimed at strengthening the institutional potential of the WSS sector at both national and local levels.The component provides for a set of specific measures to assist the Government in making informed policy decisions for thedevelopment, modernization and reforming of the WSS sector, including implementation of the Government's Strategy for the watersupply and sanitation sector.

Component D: Project Management.This component will finance the project management costs of the PMU related to staffing, consultancies andequipment costs, M&E program, and financial management including internal and external financial audits. 


Planning procurement packages are the following:

1)     Multiple packages for Rehabilitation of water supply system invillages of Chui, Osh and Issyk-Kul oblasts of Kyrgyz Republic;

2)     Multiple packages for the supply of goods, computer equipment, watermeters and laboratory equipment;

3)     Supply of special machinery for AyilOkmotus;

4)     Multiple contracts for Rehabilitation of public conveniences inschools;

5)     Selection of consulting services for development of Detailed Designsfor villages, consulting services for preparation of plan for sanitation strategy, individual international contract supervision, baseline survey and impact assessment.


Procurement ofcontracts financed by the World Bank will be conducted through the procedures as specified in the World Bank's "Guidelines:Procurement of Goods, Works and Non-consulting services under International Bank for Reconstruction and Development (IBRD) Loansand International Development Association(IDA) Credits and Grants by World bank Borrowers, " dated January 2011(revised July 2014);"Guidelines: Selection and Employment of Consultants under IBRD loans and IDA Credits and Grants by World Bank Borrowers, " datedJanuary 2011 (revised July 2014); and the provisions of thelegal agreement.


Specific procurement notices for contracts to be bid under theWorld Bank's international competitive bidding (ICB) procedures and for contracts for consultancy, services will be announced, asthey become available, in, and, and in local newspapers.
